Aid programs are implemented in different cultures. The uses & practices of interculturality is that they are always contextual cultural practices. If so, one must consider the problem of contexts.

Improving security, livelihoods, services, access to justice and respect for human rights were a prerequisite to the implementation of the durable solutions framework. To this end, predictable, and sustainable humanitarian access to affected populations was fundamental in order to assess humanitarian needs and to conduct the necessary surveys to gauge the intentions of IDPs with regard to durable solutions options.
