On September 19, 2016, the UN General Assembly adopted the New York Declaration for Refugees and Migrants, under which a Global Compact for Safe, Orderly and Regular Migration was initiated. The Global Compact offers new opportunity to improve migration governance and cope with the challenges associated with today's migration. Today, it is estimated that on average around 260 million people are moving around the world every year.

Improving security, livelihoods, services, access to justice and respect for human rights were a prerequisite to the implementation of the durable solutions framework. To this end, predictable, and sustainable humanitarian access to affected populations was fundamental in order to assess humanitarian needs and to conduct the necessary surveys to gauge the intentions of IDPs with regard to durable solutions options.
