Combined evaluation of the European Union’s humanitarian interventions

The evaluation is twofold:
- Provide a retrospective assessment of covering the relevance, coherence, (EU) added value, effectiveness, efficiency and sustainability DG ECHO's funded interventions in the “Horn of Africa”.
- Provide a retrospective assessment of DG ECHO's programmatic partnership with the ICRC globally with a focus on identifying lessons learned and good practice.
